try opening and safe mode and try to check what the problems in your computer are.
Try to check them out and remove the unnecessary stuff..scan some more..
Oh most importantly, one of the reasons people can’t access controls is because of their limited access to the computer itself..See if you are the computer administrator in your computer..If not, Change it to “Computer Administrator” for you to access all the necessary options you need..
then if all else fails, check out windows help, if there’s nothing there to help you, i suggest getting a technician to check it out before you do anything that would make matters worse..Better leave it to the pros this time..
hope this helps!

It’s hard to know the best course of action based on your information.
First, try SAFE BOOT with NETWORKING. Poke the F8 key during the boot process.
This should let you login as Administrator. Can you see the Control Panel and change Settings?
There is also a System Restore to Last Known Good Boot option on the F8 menu. Does that do the job?
If you still have problems, scan for virii and spyware with http://www.BitDefender.com.
Post details like which operating system you have, which Service Pack level, what you’ve tried, and so on.
If you haven’t done so, make an ERD Emergency Rescue Disk. Sometimes you have to repair your Windows installation or boot from CD.
Good luck,
