need title to get car out of impound but title is under my parent’s name (who lives in a different state)?
I just got in an accident today in Houston, TX and they towed my car to the car storage place. When I went there to try to look at my car and try to get some belongings out of it, they said I needed my title and regristration which I didn’t have with me because my parent’s have it. They live in Oklahoma. Also, the title isn’t under my name. I figured they weren’t going to let me get it but it was worth a try. I just wanted to get some of my clothes out the car but they wouldn’t let me do that. Anyways, I told him I don’t have the title and that it’s with my parents in OK. He gave me this paper to fill out (an affadavit?) to get it notarized. My parent’s said they could fax me it or send me the title. My question is, doesn’t my parent have to be present to sign something for it to get notarized? I’m kind of confused with that and the man didn’t really help. I would hate for my parents to fly down here just to get my car out.

It’s an authorization form for you parents to sign and have notarized so that you can get the car out on their behalf. Surely there is a fax machine they can get to somewhere, call them and get that fax number, then fax them the form. They will sign it, get it notarized and fax it back to you, and you will have limited power of attorney to get their car out of impound, or your things out of the car, or whatever. They don’t need to come, just to sign the form and fax it back to you. Have them fax a copy of the title also.
