Maybe is not compatible with your pc. Check the system requirements in the game box.

To access technical support help for your game, you can go to the Elderscrolls homepage and click on the technical support button on the left side of the window, or press ctrl-f when you are on the web page and type in support. Then you must choose the game you are using, and which platform (system).

Go to http://www.elderscrolls.com then click FORUMS. Then click OBLIVION – HARDWARE AND SOFTWARE PROBLEMS, then post your exact problem there. I got all my questions answered within minutes. Good luck.
This game requires a lot of computer power especially on the video card. Worst case scenario, you can’t get the game to work because your hardware is not up to snuff. Then you have two options.
1) You can contact the publisher and say that you do not agree with the license agreeement, and you need instructions on how to return the game for a full refund, since the store will not take it back. All publishers give full refunds for titles if you say you don’t agree with the license agreement.
2) You can sell it on e-bay and probably make back most of your money. Warn the buyer to check the system requirements carefully! They are selling like hotcakes still!
