How do I get rid of fleas in my house?

I have NO pets but there are a lot of stray cats roaming around and my neighbor across the hall has a huge dirty dog. fleas have moved into my place and are completely out of control. I boraxed *everything* in the house (heavily) and there is no relief. I used two cans of carpet/upholstery spray for my approx 900 sq ft. apt (the kind with an insect growth regulator) and fogged… there are still fleas hopping around and attacking my ankles! i figure i might have to fog a few times. any other suggestions?

fog and then ten days later fog again. If you want to be really safe, fog again in ten days. Flea eggs hatch in ten days.

theres a flea powder for carpets.sprinkle it all over and leave it all day. then vaccuum excess up.
