Why is the Inspector Generals office so lax in prosecuting Postal workers compensation fraud?

I have given documentation to the head Inspector in Chicago of a worker defrauding the system for over two years and the best they do is tell him to come back to work on light duty 4 hours a shift at $53,000 a year and he calls in sick at least 1 to 2 times [...]
