this person is selling phones on ebay. He wants the payment through a wire transfer. He lives in the UK. Could this be fraud??

If you suspect it to be fraud report it to ebay. Do they have a report abuse button? I heard about this kid who was selling a box that looked like an X-Box 360 on ebay. He even wrote “This is just a box”. Someone bought it for $600 during Christmastime. I don’t know if you would call that fraud but I found the story interesting.

Ebay offers paypal which is safe. there is a site: http://www.ebayersthatsuck.com/main/index.php that can let you know some of the problems that happen on ebay.

There isn’t too much financial fraud on E-bay, they do have safe guards and you can check out their page regarding what they cover. (bought an expensive camera a couple years ago and didn’t trust ebay so looked into it)
There is a lot of fraud in that items posted are not truely what they are. Autographs are one of the worst in that regard as well as some unique collectibles, if you are concerned, check out their return policy.
